When using Lighting Bolt, the Crit Chance should increase to be equal to your Intelligence Modifier according to the description, but that is not happening.

See screenshot: a +4 Intelligence Modifier should mean x4 Crit Chance, aka 17 to Crit. This player scored 18 on their attack roll ( 18 + 4 = 22 ) but they did not get to perform a Critical Hit.
