Right now the game is in a beta testing phase, and depending on the time of day, you might be entering when there's nobody else in the PvP queue. We haven't added any bots to the PvP arena, since it's meant for online multiplayer only.

As the game & our userbase continues to grow, this will hopefully no longer be an issue, and by the looks of it we might be just weeks away from reaching a point where the queue is never empty! Right now on average there is a PvP fight happening once every 6 minutes, with more and more players joining and entering PvP every day.
