I also knocked out a rare helmet, it gives +1 to strength, and several uncommon helmets, they give +1 to intelligence or dexterity, I think a rare helmet should give more bonuses, maybe I'm wrong

I think this person was simply pointing out that both uncommon and rare items seem to have the same bonus amount, when they are different classes ( rare is higher than uncommon )

There are higher 'rating' items that make the item rarer, regardless of what bonuses they have.

It depends on the helmet. Some helmets have higher base damage reduction. I don't think we should improve Rares more, at least not for now.

Perhaps there are some specific cases where the base rating for the helmet is too low. I would need to know which specific drop we're talking about.
