I think that all non probabilistic spells like Taunt etc should have a 2 round cooling peroid. Take Taunt. The player that wins the start ( usually elf build ) can immediately taunt. Then repeats the taunt on the third round. This is no longer a PvP fight but essentially a lottery to see who starts first. I believe they should have effect for 3 rounds with 2 rounds of cooling. This will make builds more varied and interesting. As it is without either Taunt or Meditative in your build you are not competitive. Plus a decision to skip should not add to number of actions which will benefit towards the end of the game when necromatic effects sets in. Makes skipping a strategic decision. 2nd Wind is an action that should be made a trait ( like slippery ) It kicks in if there is a danger of being "killed" and only once. Speils can be used by any build, so make it's use strategic.
